   Benefits were not cut in the cited evidence. The workforce reduction coincided with a documented planning risk, but GAO did not isolate a nationwide service effect caused by that reduction. SSA later supplied a mitigation plan that GAO accepted while a separate telework-evaluation recommendation remained open. The mixed record supports partly kept, not a claim of service collapse.
