For each Midnight Hammer target, IHL required an object to qualify as a military objective and separately required distinction, proportionality, and feasible precautions; the public sources reviewed do not disclose the full target intelligence and expected-incidental-harm assessments needed to adjudicate compliance, and the later official report of no civilian casualties does not by itself answer those ex ante legal tests.
