IHL requires military-objective, distinction, proportionality, and precaution analysis

Reporting and findings

  1. reported

For each Midnight Hammer target, IHL required an object to qualify as a military objective and separately required distinction, proportionality, and feasible precautions; the public sources reviewed do not disclose the full target intelligence and expected-incidental-harm assessments needed to adjudicate compliance, and the later official report of no civilian casualties does not by itself answer those ex ante legal tests.

Summary and current status

Public reporting does not disclose enough targeting intelligence to adjudicate each test; official casualty reporting does not itself resolve compliance.
