The January 6 committee found that by December 13 or 14 Trump was driving the alternate-elector plan and collaborating with Giuliani on implementation, even though certified electors had been determined under state law. The plan created documents purporting to cast electoral votes for Trump for use in the congressional count. Later state charges had their own legal outcomes; the committee finding established coordination, not guilt on those charges.
