Trump's Proclamation 10989 named Giuliani and Meadows among recipients of full, complete, and unconditional pardons for federal offenses arising from specified 2020 election-related conduct. Neither had been federally charged for that conduct when the instrument issued. Article II clemency reaches federal offenses only, so it did not dismiss state cases or the Freeman-Moss civil judgment.
