Giuliani met Andriy Yermak in Madrid on August 2, 2019. The House inquiry found that Giuliani pressed for Ukrainian public announcements concerning Burisma and alleged 2016 election interference; diplomats then drafted language for such a statement. The institutional significance was the use of presidential access and U.S. relations to seek a foreign announcement with domestic electoral value.
