Three days after Mattis resigned over Syria, alliances, and treatment of partners, Trump announced that Patrick Shanahan would take over January 1 rather than let Mattis remain through February 28. The accelerated departure was a direct consequence of the public break. It did not change civilian authority to replace a cabinet officer, but shortened defense-department transition during active operations.
