Meadows received and forwarded a Kenneth Chesebro memorandum addressing alternate electors and asked campaign personnel whether the effort was being coordinated. The committee found the plan ultimately generated certificates from states Trump had lost for potential use on January 6. Meadows acted as a White House conduit for the operation; the committee's finding was not a criminal conviction.
