Donald Trump Jr. forwarded Meadows a proposal for Republican-controlled state legislatures to substitute Trump electors and force the contest into Congress. Meadows replied that he was already working on it for Pennsylvania, Georgia, and North Carolina, then exchanged similar messages with legislators. The committee treated this as contemporaneous evidence that the White House chief of staff joined the state-level reversal track immediately after election day.
