   Navarro later wrote that his Green Bay Sweep role was to document asserted fraud and irregularities while Bannon devised how to use the material, with Pence expected to delay certification. The January 6 committee found the plan's goal was to overturn the result and that either envisioned Pence action would have been illegal. Navarro supplied that account of his own role; it is not inferred from mere proximity.
