    DOJ's inspector general found that acting U.S. Attorney Timothy Shea's February 2020 intervention to reduce the Stone sentencing recommendation was highly unusual and ineffectual management that led all four trial prosecutors to withdraw. OIG did not find evidence Shea was improperly influenced by political considerations or had communicated with the White House about the decision. The leadership intervention was documented; an improper political motive was not established.
